Do places have good luck and bad like people, karma if you prefer?  I think so.  I remember when I was a kid living in Spencer Massachusetts when it was a typical, quite New England town where major crime just didn't happen.  Then, in a period of about two years we had a guy get shot in a bar fight, a guy commit suicide by hanging himself in the Catholic Church, and a minister kill his wife.  After that, it went back to being a quite town again.
