In the Bible, the Holy Spirit descends upon Jesus and later on some of his disciples.  It doesn't descend on the crowds of thousands that come to listen to Jesus speak.  It is a very selective thing.  It doesn't descend on you just because you have joined a particular church, religion or spiritual school.  It doesn't descend upon you because you want it to or because you believe that it should.  It descends upon you only when God believes that it should and that you are worthy of that great honor.  Of  course, you can do much to prepare yourself for it and hope that God will decide that you are deserving.
