The third Hermetic Principle is the principle of movement or vibration.  It states that everything in the physical universe is constantly moving.  Nothing stands still.  Even a rock is moving because the atoms it's made of are in constant motion.  The difference between matter and energy is just the rate of vibration.  Even the difference between spirit and matter is largely just a difference in vibration rate.  WHen spirit becomes matter, it slows down.  For matter to become spirit again, it must speed up.
    In quantum physics, one controversial theory states that the several types of particles that exist are actually all the same.  They are all bits of vibrating energy called strings and the rates and directions of the vibration determine what type of particle we perceive.  
    Many people who have psychic abilities are simply sensitive to certain vibration rates that are invisible, or at least unnoticed, to the rest of us.
